Dennis Roach

Managing Director

With over 30 years' experience in custodial security in both the public and private sectors, Dennis joined G4S in 2005 as the Director of Port Phillip Prison and was responsible for the overall management of the then 823 bed maximum security prison. In recent years his broad range of knowledge and in-depth understanding of governance requirements across the corrections and justice system saw him promoted within G4S to firstly the Managing Director of Care & Justice Services and he is now currently leading the whole of G4S operations in the sub region as Managing Director, Australia & New Zealand.

He is passionate about introducing programs to help assist rehabilitation and reduce recidivism and has been a strong advocate to correctional customers in support of the innovative reintegration focussed programs now available at both the Australian prisons run by G4S.

Dennis has a Bachelor of Arts (Criminology) and is a member of the Monash University Criminal Justice Research Advisory Committee.

Rachel Owens

Director Strategy & Business Operations

Rachel has most recently been appointed as the Director of Strategy and Business Operations and is responsible for the Continuous Improvement of Care and Justice services and leads the identification and development of business / market opportunities primarily within the Care and Justice sector within Australia and New Zealand. In addition to her Care and Justice portfolio, Rachel has assumed responsibility for various functional areas within the business as well as a high level management oversight of the Secure Solutions business.

Rachel has been with G4S since late 2007 in business development for G4S Care and Justice Services in the UK. Within Business Development she has worked on a range of projects within the Care and Justice Sector including Court Services, Immigration, Police Support Services, Work Programmes and Prison

Brett McMerrin

Director Justice Operations

Brett has extensive experience as a Senior Executive within Government and private corrections sectors. He has been an instrumental lead within organisations at times of transformational change and of challenging political, community and media scrutiny and exposure.He has been involved at a senior level within the corrections field  in large scale organisational change programmes that resulted in high performing, innovative, contemporary and cost effective services.

At a senior level he has worked in regional and metropolitan areas on a range of criminal justice issues such as ; developing youth justice strategies, adult custodial projects, cultural and organisational change initiatives. His breadth of experience and ability to work at the highest levels in government and the private sector means his opinions and advice have influence and are well regarded.

Shane Day

Human Resources Director

Shane has 25 years’ experience in leading Human Resources Functions in manufacturing, chemicals, supply chain, labour hire, recruitment and associated industries.  In a career spanning across Australia and New Zealand, Shane has delivered as a strategic change manager specialising in organisational design, Strategy Development, Functional Leadership and Employee Development.

As a highly effective global Human Resources Executive with a strong business focus, he thrives on challenge and effectively leverages, inspires and engages teams to deliver value to organisations through employee development & engagement, performance management, safety, continuous improvement, and talent management.

David Rubinek

General Counsel

As the G4S General Counsel, David has overall responsibility for legal management of G4S businesses in Australia & New Zealand, working closely with the Executive, Directors and Operations Managers. Prior to joining G4S, David worked as a senior associate at commercial law firm, Herbert Smith Freehills, dividing his time between the Melbourne and Sydney offices.

David has advised on a wide range of matters, including financing transactions, private equity deals, infrastructure investments, disputes, competition and consumer law issues, real estate and IT matters. David has spent time on secondment working as a senior lawyer at Melbourne Airport and ANZ Bank, utilising his strong stakeholder management and commercial skills to achieve efficient and innovative solutions.

Joseph Pascuzzi

General Manager, Finance

Joseph is the G4S General Manager Finance for Australia & NZ and part of the Executive leadership team. Prior to joining G4S, Joseph was employed as Director (Finance Advisory) with Deloitte Touche Tohmatsu in Perth, Chief Financial Officer with Quercus Investment Partners in London and has held senior finance positions with Capital Dynamics in Zurich, Lloyds Banking Group in London, Halifax Bank of Scotland in Edinburgh and Ernst & Young in Melbourne.


Joseph has participated, in an advisory capacity, on a number of high profile commercial transactions; namely Lloyds TSB purchase of Halifax Bank of Scotland, Woodside's purchase of selected Apache Corporation assets, the BHP de-merger and the set-up of South32 (listed ASX-listed miner).
